NOTICE A Notice of Intent for the following project submitted in accordance with §R307-401-1, Utah Administrative Code (UAC), has been received for consideration by the Director, Utah Division of Air Quality: Company Name: Anesta LLC Location: Anesta LLC: Pharmaceuticals Manufacturing Plant - 4710 Wiley Post Way, Salt Lake City, UT, Salt Lake County Project Description: Anesta LLC, formerly Cephalon, Inc., has requested a modification to its Approval Order (AO), DAQE-AN0131280005-10 dated November 4, 2010, to replace a dust collector, to relocate another dust collector, and to change the name of the Permittee. The new dust collector will replace dust collector DC-4-1 in controlling emissions from the tablet production line and will not result in any changes in emissions. The DC-4-1 dust collector will be relocated to control emissions from a new packaging line in building 700. Particulate emissions from this packaging line, as well as site-wide emissions from tablet production, were made in previous Notices of Intent (NOI) using conservative assumptions that are still valid for this NOI. So, addition of the new packaging line will not result in an increase in Potential to Emit (PTE) values. Relocating the dust collector will result in reduced actual emissions, but because site-wide PTE values are based upon an unchanged conservative production level, Division of Air Quality (DAQ) recommends that relocating the dust collector will not result in any changes to PTE values as previously calculated. Salt Lake County is a nonattainment area of National Ambient Air Quality Standards (NAAQS) for PM10, PM2.5, and SO2, and is a maintenance area for ozone and CO (Salt Lake City only). New Source Performance Standard (NSPS) 40 CFR Part 60 Subpart Dc and Subpart IIII apply to this source. Maximum Achievable Control Technology (MACT) 40 CFR Part 63 Subpart ZZZZ applies to this source. National Emission Standards for Hazardous Air Pollutants (NESHAP) 40 CFR 61 regulations do not apply to this source. Title V of the 1990 Clean Air Act applies to this source, and this source is considered a Title V area source. The potential to emit totals will not change as a result of these modifications and are as follows, in tons per year: PM10 = 4.51, PM2.5 = 3.01, NOx = 12.98, SO2 = 7.87, CO = 9.19, VOCs = 4.38, CO2e = 26,761, Ammonia = 0.19, and HAPs = 0.40. The completed engineering evaluation and air quality impact analysis showed that the proposed project meets the requirements of federal air quality regulations and the State air quality rules. The Director intends to issue an AO pending a 30-day public comment period. The project proposal, estimate of the effect on local air quality and draft AO are available for public inspection and comment at the Utah Division of Air Quality, 195 North 1950 West, Salt Lake City, UT 84116. Written comments received by the Division at this same address on or before April 23, 2013 will be considered in making the final decision on the approval/disapproval of the proposed project. If anyone so requests to the Director at the Division in writing within 15 days of publication of this notice, a hearing will be held in accordance with R307-401-7, UAC.
