The transferred amount is money that was transferred into the fund by the City to stabilize the Housing Authority cash flows until the Housing Authority could establish ongoing funding for its operations. Since the Housing Authority has done so, the amount initially transferred into the Housing Authority Enterprise Fund by the City is now proposed to be returned to the Capital Improvement Program Fund.
