Legal Notice of Decision Stellar 2D Seismic Acquisition Project Uinta-Wasatch-Cache National Forest Summit and Duchesne Counties, Utah Forest Supervisor David Whittekiend signed a decision memo on February 25, 2013, authorizing the Stellar 2D Seismic Acquisition Project under the authority of 36 CFR 220.6(e)(8). The decision memo authorizes a 2-dimensional seismic project involving approximately 110 linear miles, as determined by GIS, of source and/or receiver lines and approximately 53 proposed helicopter landing zone areas to assist in gathering data about subsurface structural geology in the area. The lines would occupy portions of T 1 N, R 9, 10, and 11 E; T 2 N, R 10, 11, and 12 E; T 1 South, R 9, 10 and 11 E; and T 4 N, R 9 W. Documents related to the project are available on-line at http://www.fs.usda.gov/projects/uwcnf/landmanagement/projects. This decision is subject to appeal pursuant to 36 CFR 215. Only persons who submitted comments or otherwise expressed interest in the project during the official comment period may appeal. Appeals, including attachments, must be in writing, fully consistent with 36 CFR 215.14, and must be postmarked or received by the appeal deciding officer within 45 days of the publication date of this legal notice in the Salt Lake Tribune. The publication date is the exclusive means for calculating the time to file an appeal. Do not rely on timeframe information from other sources. Appeals must be sent to: Appeal Deciding Officer, USFS Region 4, 324 25th Street, Ogden, UT 84401. Appeals may be sent via FAX to (801) 625-5277 or by email to appeals-intermtn-regional-office@fs.fed.us. Emailed appeals must be submitted in .pdf, .rtf, .doc, or .docx format and must include the project name in the subject line. Appeals also may be hand delivered to the address above during regular business hours of 8:30 a.m. to 4 p.m., Monday through Friday excluding holidays. The appeal must have an identifiable name attached or verification of identity will be required. Names and addresses of appellants will become part of the public record. A scanned signature may serve as verification on electronic appeals. If no appeals are filed within the 45-day time period, implementation of the decision may occur on, but not before, five business days from the close of the appeal filing period. When appeals are filed, implementation may occur on, but not before, the 15th business day following the date of the last appeal disposition.
