OPPORTUNITY TO COMMENT ON THE UINTA EXPRESS PIPELINE (UEP) PROJECT The National Forest Service, Uinta-Wasatch-Cache National Forest ("UWCNF"), is inviting you to comment on the proposed action for the Uinta Express Pipeline (UEP) project. The UWCNF is responding to a request from UEP for a special use authorization to construct and maintain a petroleum pipeline on National Forest System (NFS) land and if necessary to amend the Wasatch Cache or Uinta National Forest Plans based on a project-specific need for amendment. The proposed pipeline would be a 12-inch buried carbon steel pipeline approximately 135 miles long, together with ancillary facilities, which would be used to transport crude oil produced in northeastern Utah to Salt Lake City, as an alternative to current trucking operations. About 14 miles of pipeline right of way would be across UWCNF. The proposed pipeline would cross the UWCNF in the Wolf Creek/Upper South Fork Provo River area of the Heber-Kamas Ranger District, and in the Bountiful Peak area of the Salt Lake Ranger District. The proposed pipeline right-of-way would be a minimum of 50-feet wide and up to 100-feet wide on National Forest System lands, once constructed (right-of- way may be wider off of NFS lands). Many areas of the proposed pipeline route would utilize existing pipeline right-of-way routes or utility corridors and parallel the Chevron, Questar and/or Kern River pipelines. As the proposed project would involve NFS land, the UWCNF will analyze and disclose these effects in accordance with the National Environmental Policy Act (NEPA) prior to deciding whether to approve the request for a special use authorization. PLEASE NOTE: In order to have standing to object to the decision that will be made, individuals and organizations must provide comments to this scoping process. It is the responsibility of persons providing comments to submit them by the close of the comment period. Only those who submit timely and specific written comments regarding the proposed project during a public comment period established by the responsible official are eligible to file an objection under 36 CFR §218. Written comments provide a record of your concerns and will be used to identify significant issues and potentially to develop alternatives to be addressed in the environmental analysis. Instead of an appeal period, there will be an objection process before the final decision to approve the request for a special use authorization or land management plan amendment are made and after the final environmental analysis document and draft decision are mailed. In order to be eligible to file an objection, specific written comments related to the project must be submitted during the 45-day scoping period, which begins when the Legal Notice is published in The Salt Lake Tribune. The publication date in the newspaper of record is the exclusive means for calculating the comment period for this analysis. Those wishing to comment should not rely upon dates or timeframe information provided by any other source. The regulations prohibit extending the length of the comment period. Individual members of organizations must have submitted their own comments to meet the requirements of eligibility as an individual.
