CITY OF TAYLORSVILLE SURVEILLANCE CAMERA PROJECT, FINAL NOTICE OF A POTENTIAL IMPACT TO A FLOOD HAZARD AREA The City of Taylorsville will be committing U.S. Department of Housing and Urban Development funds, under "Title I of the Housing and Community Development Act of 1974 (PL 93-383)"), as amended, to undertake a project known as "surveillance camera installation" on property located at 1129 West 3900 South (Meadow Brook Expressway). The specific elements of this proposed project is to install a 20' high wooden pole with a surveillance camera. The proposed surveillance camera will be in the vicinity and provide safety and protection to an existing community storage facility. The proposed action, if implemented, will impact a Federal Emergency Management Agency (FEMA) designated Special Flood Hazard Area (SFHA); referring to FEMA flood insurance rate map panel 291 of 625. The City of Taylorsville is committed to install the surveillance camera on top of a proposed wooden pole. The surveillance camera needs to be located in the 100-year floodplain because a City of Taylorsville Unified Police District storage facility is located in the 100-year floodplain. If the surveillance camera (including the wooden pole) is located outside the 100-year floodplain it could not protect and preserve the existing storage facility, or the surveillance camera could not serve its purpose because it would be too distant from the storage facility. There are two alternatives that the City of Taylorsville would consider including: placing the surveillance camera with a wooden pole in the close vicinity of the storage facility or place the wooden pole with the surveillance camera on the roof of the storage facility. The storage facility is shared with a water pump house. The storage facility is currently located in an existing road base compound and surrounded by a chain link fence. Vehicle access to the subject site is from 3900 South. The City has chosen to install the surveillance camera on top of a 20' high wooden pole, and place the wooden pole southwest of the storage facility. The pole will be deep enough in the ground to only minimally disturb the elevation of the grade and the road base landscape. The soil surrounding the pole will be compacted to allow the wooden pole to be stable. The depth of the pole will not interfere with any ground water or wetlands. The property is currently developed where the surveillance camera/wooden pole is proposed to be located. Because the property is currently developed only minimal mitigation measures listed above are needed to be undertaken to minimize adverse impacts and to restore and preserve natural and beneficial values.
