Division of Water Quality Utah Department of Environmental Quality Public Notice for the Renewal of Ground Water Discharge Permit Permit No. UGW350005 Purpose of Public Notice The Utah Department of Environmental Quality is soliciting comments on a proposal to renew a ground water discharge permit described below under authority of the Utah Water Quality Act, Section 19-5-108(2) Utah Code Annotated 1953, as amended and Utah Administrative Code R317-6. Under Section 19-1-301.5, effective May 8, 2012, a person who wishes to challenge a Permit Order may only raise an issue or argument during an adjudicatory proceeding that was raised during the public comment period and was supported with sufficient information or documentation to enable the Director to fully consider the substance and significance of the issue. Permit Information Permittee Name: Salt Lake City Department of Airports Mailing Address: AMF Box 22084 Salt Lake City, Utah 84122 Facility Location: Detention Ponds: One mile north of I-80 and east of new runway Land Application Site: At the northwest and of the airport property The Salt Lake City Department of Airports has requested a renewal of the ground water discharge permit for the operation of their detention pond facility and land application site. The detention ponds are comprised of three cells with a holding capacity of 10 million gallons. The ponds are lined with a composite clay/ethylene interpolymer alloy liner. Runoff of propylene glycol from airplane deicing operations is captured and diverted into the detention ponds where it is contained and recycled. Based on ground water quality data submitted by the permittee, the shallow aquifer at the site is designated as Class IV Saline Ground Water. Compliance monitoring includes ground water monitoring for the detention ponds, and ground water and soil monitoring for the land application site. Public Comments Public comments are invited any time prior to Monday, February 11, 2013. Written comments may be directed to the Division of Water Quality, P.O. Box 144870, Salt Lake City, UT 84114-4870. All comments received prior to close of business Monday, February 11, 2013, will be considered in the formulation of final determinations to be imposed on the permit. A public hearing may be held if written requests are received within the first 15 days of this public comment period that demonstrate significant public interest and substantive issues exist to warrant holding a hearing.
