Public Notice The Tooele Chemical Disposal Facility (TOCDF) is a permitted Hazardous Waste Treatment, Storage and Disposal Facility (TSDF) possessing the United States Environmental Protection Agency and State of Utah Identification Number UT5210090002. The TOCDF is comprised of two separate active portions (i.e., "TOCDF Main" and "Area 10") and one closed area (i.e., CAMDS). With the exception of the ongoing depletion of secondary waste that has been generated and stored at TOCDF over the years, the TOCDF Main portion and the Area 10 portion have completed their operational missions and are currently in the process of attaining formal RCRA Closure, which includes decontamination, equipment removal, and building removal (demolition) as specified in the TOCDF Closure Plan. Clean closure of the entire TOCDF TSDF will be demonstrated by implementing a Closure Verification Sampling and Analysis Plan (CVSAP). The CVSAP, which includes a Quality Assurance Project Plan (QAPP), requires collection of a series of soil and base course samples that will be analyzed for any chemicals of potential concern (COPCs) resulting from approximately 17-years of operation of multiple permitted Hazardous Waste Management Units (HWMUs) at the TOCDF Main active portion. This Permit modification request is identified by the designation TOCDF-ATT10-02-1311. A public information meeting on this permit modification request will be held at 5:30 p.m. on Wednesday, April 17, 2013 at the Tooele Chemical Stockpile Outreach Office, 54 South Main Street, Tooele, UT 84074. A copy of this permit modification request is available for review by the general public during regular business hours at: 1) Tooele Chemical Stockpile Outreach Office, 54 South Main St., Tooele, UT 84074, 2) Tooele City Library Reference Desk, 128 West Vine Street, Tooele, UT 84074 , and 3) Utah Division of Solid and Hazardous Waste (DSHW, State of Utah Department of Environmental Quality), 168 North 1950 West, Salt Lake City, UT 84116. The Permittees' (U.S. Army Chemical Materials Agency/EG&G Defense Materials) compliance history during the life of the permit being modified is available from the State of Utah [contact Mr. Tom Ball of the Utah Division of Solid and Hazardous Waste at (801) 536-0251 or via email at tball@utah.gov]. The public comment period for this permit modification request lasts a minimum of 60 days: it begins March 28, 2013 and ends May 27, 2013. Written comments regarding this permit modification request can be submitted to Mr. Scott Anderson, Director, Division of Solid and Hazardous Waste, State of Utah Department of Environmental Quality, 168 North 1950 West, P.O. Box 144880, Salt Lake City, UT 84116-4880, and must be received no later than 5:00 p.m., May 27, 2013.
