NOTICE INVITING BIDS RECEIPT OF BIDS: Sealed bids will be received at the office of General Manager of the Central Utah Water Conservancy District, (the "OWNER" of the work), 355 West University Parkway, Orem, Utah 84058, until 10:00 a.m. MST on Tuesday, April 23, 2013, for furnishing plant, materials, and labor and performing all work for construction of the Utah Lake Drainage Basin Water Delivery System - Mapleton Springville Regulating Tank for the Central Utah Water Conservancy District. The award, if made, will be within thirty (30) days after the opening of bids. PREQUALIFICATION: Prequalification is not required for this project, however each bidder will be required to submit qualifications at the time of bidding demonstrating ten years of recent experience with the construction of at least two 3 million gallon or larger similar tank construction projects using cast in place concrete with wall heights of at least 18 feet tall and at least two welded steel pipeline installations of 42-inch diameter or greater in size. CONTRACTORS REQUIRED TO SUBMIT A D-U-N-S® NUMBER: Contractors bidding on the Project will be required to obtain and submit a "Data Universal Number System" D U N S® Number that is issued by Dunn and Bradstreet (D&B). The D-U-N-S® Number is a D&B copyrighted, proprietary means of identifying business entities on a location-specific basis. The D-U-N-S Number® was incorporated into the Federal Acquisition Regulation (FAR) in April 1998 as the Federal Government's contractor identification code for all procurement-related activities. DESCRIPTION OF WORK: The construction work, in general, consists of furnishing and installing the 6.7 million gallon rectangular concrete Mapleton Springville Regulating Tank, Flow Control Structure, 30-inch sleeve valves, plunger valves, isolation valve vault, meter vault, Inlet Piping, Outlet Piping, Drain Piping, approximately 1,900 feet of 54-inch, 48-inch, and 42-inch diameter welded steel pipe, approximately 3,700 feet of 54-inch and 42-inch diameter HDPE pipe, other appurtenances and related work. SITE OF WORK: The work is located in Utah County, Utah in the city of Mapleton near the mouth of Spanish Fork Canyon near the intersection of US Highway 6 and US Highway 89 about 4 miles east of Spanish Fork City. The work is located on private property or within USA owned easements and rights-of-way. COMPLETION OF WORK: Work under this contract will begin on or before the tenth day after receiving written Notice to Proceed from the Owner. The work must be fully completed by April 15, 2014. OPENING OF BIDS: The bids will be publicly opened and read aloud at 10:00 a.m. on Tuesday, April 23, 2013 . Any bid received after the closing time for receipt of bids will be returned unopened. OBTAINING CONTRACT DOCUMENTS: The Contract Documents are entitled "UTAH LAKE DRAINAGE BASIN WATER DELIVERY SYSTEM - MAPLETON SPRINGVILLE REGULATING TANK". The nonrefundable cost for all Volumes of the Contract Documents is $200. This Contract is for a Federally Funded Project, and the prevailing rate of wages, as determined by the Secretary of Labor in accordance with the Davis-Bacon Act, shall be paid for each craft or type of workman needed to perform the Contract. Bidders on this work will be required to comply with the President's Executive Order No. 11246 and to the Equal Employment Opportunity and Labor Standard Provisions. The requirements for bidders and contractors under this order are explained in the Specifications. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Notice Inviting Bids or any resulting contracts. The Contractor shall complete and sign the Affirmative Action Certification as part of the bid submittal. BID SECURITY: Each Bid shall be accompanied by a certified check, cashier's check, or a bid bond (acceptable to the Owner), in the amount equal to at least ten percent (10%) of the lump sum bid amount, payable without condition to the Owner as a guarantee that the bidder, if awarded the Contract, will promptly execute such Contract in accordance with the Bid and in manner and form required by the Contract Documents, and will furnish good and sufficient bond for the faithful performance of the same. The bid securities of the three (3) lowest bidders will be retained until the Contract is signed and satisfactory bonds furnished, or other disposition made thereof. The bid securities of all bidders except the three (3) lowest will be promptly returned after the canvass of bids. BIDS TO REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for a period of thirty (30) calendar days from the date of bid opening. PRE-BID SITE VISIT and PRE-BID CONFERENCE: A mandatory pre-bid site visit will be held on Tuesday, April 9, 2013 to field review the proposed construction area, which will include a question and answer period. This mandatory pre-bid conference will start at 10:00 a.m. at the Central Utah Water Conservancy District ULS Field Office, 4801 South Highway 89, Mapleton, Utah 84664. The purpose of this meeting will be to clarify the intent of the Plans and Specifications and to answer any questions bidders and/or suppliers may have on the Project. Only those bidders who have attended the pre-bid conference will be allowed to submit bids.
